Russian State Duma Passes Cryptocurrency Market Regulation Bill Awaiting Putin's Signature

The Russian State Duma has passed Bill No. 1194918-8, titled "Digital Currency and Digital Rights," which sets rules for the operation of cryptocurrency assets and cross-border trade within the country. The bill establishes a regulatory framework for market participants such as cryptocurrency exchanges, brokers, asset management companies, and custodians, and sets operational requirements for industry firms. The bill allows cryptocurrency assets to be used for foreign trade activities, but payments for goods and services within Russia remain prohibited. Key provisions are expected to take effect on September 1, 2026, with a transition period until July 1, 2027. The bill must be signed by President Vladimir Putin to become law.
